How can i get a girl friend in high school?

Im a freshman and am beyond sick and tired of watching moron guys, pardon my phrasing, "get the girls". I just don't realize what im doing wrong here. I mean, i just don't get how to develop a relationship with a girl. Let me put this into perspective: I have a really good looking girl in my english cl but she is on the opposite side of the room, so notes are out of the question, and i just don't know how to peak her interest and possibly ask her out on a date.
