What is the benefit of inhaling a cortisteriod versus ingesting a tablet?

As I understand it, inhaled cortisteriods are absorbed into the bloodstream via the avoli. So if the cortisteriods end up in the bloodstream any way, why inhale it? Am I correct that inhaled cortisteriods are absorbed into the bloodstream via the avoli?
