Why does my dog move her food bowl over to her water bowl?

I could not figure out why the "dry" food was moist until I caught my Sadie taking water from her bowl and putting it on the dog food. Does she want her food moist, does she need can food? I am not a big fan of can food. She has just recently began doing this. She is a Chihuahua mix and is 3 yrs. old. Any ideas?
