Why do songs written in a minor key tend to be depressing?

This is probably a very strange psychological question, and I'm curious if anyone has an answer. I know there are exceptions (ie. Elton John's "Grey Seal") but I think there's a strong bias. Even playing a minor scale sounds kind of ominous.
